>From all the information I have in Part 97 of the rules. This amplifier is
clearly illegal as any amplifier below 144 Mhz MUST be able to be driven
with at least 40 watts to get to full output. This one doesn't meet that
requirement.

You got that right. I'm trying to get a copy of the rules that govern type
acceptance--part 2.815 but having little luck at this time. Let you know
