I believe that the stiffness in the PTO is adjusted by the use of
washers on the very back of the main shaft assembly. Remember
holding those washers on while you pushed the plastic rear piece
over the spring holding in the shaft? I don't recall exactly
which way it goes, but more or less washers will give you the
adjustments you require. I think adding one washer to each
side will loosen it up a little.
