One needs to switch the Scout between the HF ant and the converter and to
switch the power level, to do it in such a way as to prevent hot switching,
so some interlock is needed for the input to the Scout. Any ideas on how
this can be done?

Bring out the power output control and make it switched with two
controls or two sets of resistors and when switching in the transverter,
switch the drive controls.
