[TenTec] TX EN & TX OUT Jacks

TX OUT is an open collector, switching the ground.  TX EN is the amp return
line and it wants to see a mating open collector from a Ten-Tec amp.
Without a Ten-Tec amp, the rear panel jumper must be in place to close the
keying loop.
