Jim, Try using the tuner with a lower inductor setting (i.e.. "c" instead of "f" or whatever). Go thru the entire tuning routine until you find the combination that will yield the highest PO. Remember that a dummy load will give you a 1 to 1 match but it doesn't radiate worth beans. If you can get 2 to 1 and show 70W out your signal will be much bigger than the 35W and 1 to 1 plus the guy on the receiving end will never know the difference.
