The Delta II needs 13volts or more.  Lower than that the radio will sound
distorted when transmitting as stated below.

A possible answer to the "too low" supply voltage when the engine is off
could be the power supply I saw advertised in one of the ham magazines
that put out 13.6volts with a lower battery input voltage applied to it.
There was sometype of notification when the battery voltage got close to
the possible no start voltage. Old head doesn't remember the details...
