The only time a line does not radiate is when the line carries exactly equal and exactly out-of-phase currents. That also assumes conductor spacing is infinitely small, or the line is twisted at distances of a fraction of a wavelength and conductor spacing is reasonably small. 10% current unbalance can result in considerable radiation.
