However if you accept the notion that a "Software
Defined Radio" can never be truly complete, then
"incomplete" software in and of itself is not a
problem. The basic assumption is that as a designer
you will set a baseline list of modes and features to
start with and then make the initial release of the
radio with that set of features.

Then after the initial release you continue to add
additional capability and functions via
software/firmware updates. This becomes especially
feasible if your hardware is designed with enough
extra overhead; the range of possible
features/capabilities is then really rather large.
This ultimately leads to highly customizable radios,
in other words, something for everyone.

So you can have it both ways, release in a timely
fashion AND continue to provide more. However if you
don't intend to add features after original release by
firmware updates then why offer the feature?
