As a can't lose first step, after looking at my Scout manual and schematics;
I would reseat the connectors, and make sure the correct DC voltages are
getting to the display digits. Solder joints to the display character
should be examined also, by high intensity light and 3x or better
magnification.
A display that recovers does hint at an intermittent connection. If none of
the external solder and plug and socket connections is it, you may have an
intermittent inside one of the digits. Those seem to be a common commercial
type, and should be available. If they are of an old model, some of the
surplus vendors like Marlin Jones seem to stock some of them.
