Yes there is a way to see if the noise blanker is installed without
opening it up, if your Scout case is like mine.
Look at the TOP of the case. Between the the speaker grill and the PA
vents, there is a an approximate 2"X1" vent grill close to one side. If
you look straight down and see a board with a couple of IF type
transformers, a few electrolytics, a couple of plugs, etc., that is your
noise blanker. If you don't see anything like I'm describing, it
probably isn't there.
My Scout was factory equipped with the noise blanker and it also has a
small white label with "NB" on the heat sink.
