[TenTec] Scout PTO question

I too, have a scout PTO question

my scout is really hard to tune in a cw station. the pto kinda jumps about
as you tune. ssb is fine, as you don't notice it as much.

someone or someplace mentioned that there is a grounding strap that rubs the
pto shaft. 

I tried, but for the life of me I can't seem to get the front panel off of
the scout to get to the pto shaft..

anyone know the secret of getting the pto out of the scout?
