A tuner can be used to peak signal and noise by using the controls on the tuner. Something called a Tuner tuner by palomar comes to memoryas well. There are a number of common sense ways to peak your antenna's efficiency while listening outside of the ham bands. Since you arent transmitting there, no need to have any exacting SWR, just ballpark the signal/noise peak.
