Jeff, I dont think this is legal. The tool that is better would be a multielement yagi or quad on a tower using a rotator. Im not trying to be snippy here but tying up two meter repeater resources along with bitstreaming to monitor an hf frequency for an extended period might be seen as hogging the system as conferencing would imply interactive use.
