[TenTec] Omni D problem

When I go to cw with the mode switch on my Omni D, it keys up, even though I 
see no unexpected ground anywhere on the t/r line.  When I go to lock, where it 
SHOULD key up, nothing!  And of course, I can't key it, since its always on in 
cw position.  There is 13 volts on the "T" line at all times, receive and 
transmit.  Since the  "T"  line runs all over the place, I can't seem to find 
where its coming from.  Any Ideas?
