The microHam decoder may work in this application. http://www.microham.com

There is a more basic problem, though; the Orion lacks an external ALC
input. Operation of the IC-2KL without an ALC loop which controls the drive
level will risk destruction of the amplifier's RF power devices. The ALC
line is the 2KL's first line of defence.

Before I go off and reinvent the wheel, I thought I would check to see if
any Orion users have designed/built an interface between the Orion band
switching output and the automatic band switching circuit in the Icom IC-2KL
