Beats me unless it's something to do with how the AGC responds to random
noise. Wonder if the actual noise coming out of the speaker of each radio is
relative to the S meter reading? I've got a sound pressure meter that
reveals some interesting things.
Using the HP, set each rigs volume to produce the same volume with a steady
tone then hook up the antenna to each one and see if the ones with the
higher S meter readings are louder. Just something fun to try!

You'll never prove anything until you find a 50 uv source of RF, feed it
into the antenna input of each rig and observe the S meter. You can ten
calibrate them for S9. You will find the meter reads differently when
changing filters.
