Yes you are correct. For noisy conditions you want a very fast decay, the same as pushing the "fast AGC" button on a normal rig. There's all kinds of fuzzy agc logic floating around these days.

I am confused - if you adjust the hang and delay upwards, doesn't noise
cause the AGC to attenuate the signal longer?

I am out of town and don't have my Orion in front of me but I do remember
Field Day I had to set both to zero or I had trouble hearing the other guy come
back to me.
