The resistor is there to prevent voltage surge at turn on, if it is across the positive and negative terminals. It provides a constant bleeder current for the output capacitors. For controlling your grounding, that should be done AT the RADIO, that is the place to ground the negative of the supply, not at the supply. However, make sure there is a suitable disc ceramic RF bypass cap across the supply plus and minus as in later 35 Amp Astron design.
