As Phil measured, the meter is overly dramatic above and below s9 - here's
correct readings with actual readings in parentheses

 uV                S-Meter

5                    s5.7 (s3)
15                  s7.3 (s6)
50                  s9
150                s9+10dB (9+20dB)
500                s9+20dB (9+35dB)
1500              s9+30dB (9+45dB)
5000              s9+40dB (9+55dB)
