Hello Mats,

I just did a check on my 509, and I can adjust the RF Output power to
all power levels you mention - by adjusting the Drive control.  What
you might need is a power meter that can measure those levels.  I use
a homebrew version of W7EL's QRP Directional Wattmeter (Feb 1990 QST),
or there are many others that will do the same job.

could be used to reduce the 3 Watts down in several steps, for example
1,5W/1W/500mW/100mW?
