That's not necessarily true. It's possible to process very aggressively
without this becoming an issue. Broadcast stations do it all of the
time. Usually, one or more of the compressors is / are gated. (Yes,
sometimes there are a number of them in the audio chain.)
I agree that heavy processing with pumping background noises is very
annoying. However, a good noise gate, properly adjusted, will completely
eliminate this artifact.

This can be verified by watching the S-meter and noticing NO level
drop during pauses in speech.... just loud background noise. If
nothing else, it's annoying.
