This was finally resolved by placing a 1N4001 diode in series
in the line from the QSK-5 AUX/KEY-1 to the Orion TX EN.  The
cathode of the diode is on the QSK-5 AUX/KEY-1 side and
the anode is on the Orion TX EN side.   Now it works as
it should...
