OK, I just fired up that Paragon that I've had for less than 2 weeks. If I turn 
up the RF Gain (fully clockwise) I get a normanl S Meter reading. As I turn 
down the RF Gain, I get a lower 
S Meter reading. That's how it's worked for the whole 13 days I've owned it
