[TenTec] 10.130 tty -- off topic?

Does anyone know where the commercial tty station at 10.130mhz is located  
on the planet? I would like to use it to gauge propagation and band  
conditions from here to there, but where is 'there'? It appears here in  
Vancouver mid afternoon and usually peaks in strength the early evening.  
Has anyone successfully decoded it?
