I think the problem may be that the journalist could
have separated the two unrelated issues into two
paragraphs, although it was a direct quote from Jack
Burchfield.

One one hand, he's saying that it's difficult to hire
people with the technical skills that T-T needs,
without importing them (maybe from other countries?).

The part about the trucks sounds like a logistics
problem.  Depending on where the truck originates,
perhaps road conditions may preclude a timely arrival.
