Dashes are longer than dots, so you will have more time for the same amount
of dashes. I have used the following fomula for 30 years.
WPM = dots per 2.4 seconds
WPM = dashes per 4.8 seconds
Set your keyer at 20 wpm. Then use a stop watch in one hand and send a dash
stream with the other. It will take 4.8 seconds to count 20 dashes.
