That makes no sense at ALL. The RF power output should be the same with
modulation or no modulation at all. And should be quite significant,
e.g. full CW key down power level.

Maybe it means that crank up the audio until the is a tiny bit of
flicker in the output level, but that ignores the selectivity of the
receiver listening. If the deviation is too much for that receiver it
will distort or cut out, if the deviation is too small, the recovered
S/N will be poor.
