Actually, you CAN set the main rcvr AND the xmtr both to frequencies well 
outside of the ham bands -- you do it by using rig control software.  I don't 
think it has continuous coverage, and I have no idea how far from spec the xmtr 
will be if taken very far outside of the ham bands, but it certainly can be 
done.  Ten-Tec's little secret.  ;)
