Right. Clarification for those who don't do this every day. There's a big
screw in a breaker panel when you buy it that bonds neutral to the frame of
the panel, and the green wires (and physical ground electrodes) get tied to
the frame.
So the common mistake that you're pointing out is that wnen a second panel
is added for some reason, that screw SHOULD be removed, but that doesn't
always happen, and that creates an extra (illegal) neutral bond.
