Sorry Jerry, nice try but no one said anything about 200% modulation;
this isn't about what happened in the 1950s, your old QSTs, old power
rules or any thing else other than what you posted on June 13th:

You are right about one thing--the physics have not changed.

You can go look at Part 97 online and to a text search for modulation.
 The only thing in there about modulation is that on HF you have to
not have a mod. index > 1 for angle modulated modes (phase and
frequency modulation).  The rest of the rules have to do with spectral
purity and p.e.p. limit.   You know as well as I do that you can have
a range of carrier power and modulation limit on positive and stay
under the American legal power limit for hams.

The FCC doesn't care what positive modulation limit an AMer uses
provided he has a clean signal and is at or under 1.5 KW P.E.P.   If
you want to keep dancing around this knock yourself out--I have a lot
of other things to do.
