Sure, Bwana Bob, you could try that but I would make the coax long enough to be near resonant on some low band, and then use the dish as you state for a capacitance hat. The larger diameter of the shield as antenna hot conductor, and the dish,combine to broaden your bandwidth. A wide range tuner would be needed to use such an antenna on more than one band. You would have to use standoffs for the coax to lessen coupling to the building, in those areas where you run the coax along the edge of a roof for example.
