I have used military grade tantalums for over 40 years and only had one 
failure (shorted) and not on inrush current.  If you use a quality part, 
and typical circuits, the transformer resistance should help handle the 
inrush current issue.

Dipped Epoxy tantalums can be OK as well, if the voltage rating is ample 
to account for DC with AC ripple on it.  Those very close to the DC 
operating voltage, may be stressed.
