That's a decoupling cap and it's kind of standard design for solid state 
amplifiers. Just break the connection to the red wire feeding +13 v into the PA 
and insert an amp meter.   

Operate rig into a dummy load. 

BE VERY CAREFUL when working on that PA as the transistors are obsolete and TT 
does not stock them. 

RF parts have a sub but they are not as robust as the original ones.
