IT ABSOLUTELY DEPENDS ON THE IMPEDANCE YOU ARE TRYING TO MATCH, NOT JUST THE
POWER LEVEL!
If the impedance is too high or too low, you may have to reduce power
significantly to prevent arcing.

Yes, the 253 tuner is rated for 2kw and will handle either amplifier.   The 
manual for it is available for download on the TenTec Wiki in case you want
to check it out further.  I have a 253 and it is a very nice tuner.
