Antenna tuner is external to the radio. How does this affect transmit? from your description of receive noise, it may be the external antenna tuner at fault. Or a defective coax jumper cable.

Is this happening on all bands or specific ones? Could be a relay or relays on the LP Filter board.
You have exercised the RX antenna switch on the rear, if not do so.
A good cleaning of all the connectors, using a very small amount of contact cleaner on each will cure many intermittent problems.

Sounds repairable to me.

I have an OMNI V, I am the original owner it has been kept is perfect condition, but recently the Transmit and receive has been intermittent.....per Ten-Tec.....it could cost more to fix than it is worth...thus I am looking for any advice on how I might proceed to fix it myself...or I may decide to sell it to someone that can take the time and expense to fix it...

Advice?

All.....thanks for the advice.....

Everything lights up........Periodically...all I hear is static, or diminished receive....In this state the antenna tuner has to be r-etuned...then it comes back....everything sounds fine...then have to re-tune again.........I have exercised the TX/RX switch.....with no success......

Sometimes it quits all together...when that happens all I hear is static...as if there is no antenna.....

Everything else appears to be working fine.......
