Do your HOA restrictions really prevent you from stringing a nearly invisible skinny wire somewhere outside? You could have a much more efficient (in terms of EM radiation produced versus RF watts generated by your transmitter) antenna for a lot less money using the wire.

If you can sneak the tiny wire outdoors, spend the money on an impedance matching unit, instead of on the tunable dummy load.
