I always have trouble with the attack when fixing my own stuff while having no problem with ideas for other peoples stuff...so here goes.... My first suspect, based on what you have done so far, would be a bad wire. Something amiss between the serial connector on that Orion and the PCB traces. While I'm at it...apologies for full digest quotations and failure to edit the subject line.
