A big clue to the faulty receive is the fact that Q6 has normal voltages 
in transmit but all the same voltage on pins in receive.
The transmit and receive busses switch something that is throwing Q6 
into a shorted condition.
On the other side of the TR switching, look for a shorted path, leaky 
coupling cap, etc.
