Frozen displat? Does the radio work otherwise?

Supply problem is likely the filter cap. If it is not up to par, the voltage to 
the regulator has insufficient headroom to remain in regulation.

Check voltage at the terminals of the cap. This should be at least 19 volts at 
all times, even under load.
