W5YI tried to address this problem a couple years ago, These "Broadcasts"
are legal. However I believe that is an inapropriate use of Amatuer
radio. It certainly is troublesome during contests. He surely can't
claim the frequency wasn't in use when he starts his broadcasts during a
contest!
