Hi George,
Yes, some JA stations seems to have been licensed transmitting around
1824 these days. Just now JH2 station is calling CQ on 1822 kHz, QSXing 22!
Though they used to transmit only JA-JA-JA on the band,
they send their full call sign nowadays, so I believe they have a license.
For us, no-special-station, it still very difficult to get a license
on 1824+/- before the year of 2000.
