TopBand: 4S7EA on TB

Ernest, 4S7EA, was on 1828 calling CQ when I did the same on 300 Hertz up,
last night. His signal was QSB but he listened very good. We finally
exchanged RST: 449 at 2137z. Thanks for a new one, Ernest. Happy Holidays
