TopBand: VK9XX QRT/VK9YY lives (almost)

VK9XX is now QRT and VK9YY should start up operation by sunrise on Sunday in
the US.  Same team, same frequencies and pattern of operation - but
hopefully less electrical noise and QRN.  The BCS on Cocos will sit right
next to the sea, so the signal should be a belter.
