The "radiation resistance improvement" of a folded element is a
myth that unfortunately even appears in some west coast
handbooks.
Ground loss remains absolutely unchanged as a given size radiator
is changed to a folded configuration. The only thing that changes is
the impedance the feedline "sees".
While there are many good reasons (most of which you pointed
out) to use a folded element, reduced ground loss certainly isn't
one of them.
