Topband: QSLing on the Gentlmans Band

  This may be a little off subject but I think it is part of the greater =
picture in ham radio.  Why is it that every time I send a qsl card for a =
160 meter contact via the mail with the perscribed sase and green stamp. =
I further try to make the envelope appear to be just regular mail.  My =
cards still  turn up missing.  This generally happens with cards to =
Russia, the middle east, many places in Africa,  and a few places in =
South and Central American.  Obviously they are being stolen.  I doesn't =
take a rocket scientist top figure that one out.  But by who??? That =
seems to be the question for me.  I always seem to get the reply it's =
those"postal employees again". They lay in wait for masses of mail to be =
delivered to my post office box or my home and then "steal" it when it =
arrives.  They further compound the problem by disposing of all those =
letters and sase's.  I was under the impression that "theft was theft" =
no matter where it occurred.  I spent nearly 30 years working as a =
policeman and never came up against anything like this .  The sad part =
is no one really cares. =20
   Another strange thing that I have observed is that I have in the past =
contributed small amounts of currency to help defray the cost of a =
dxpedition, but by some quirp of fate these letters arrive.  What is the =
reason for this?????  I know its those same postal employees.  This time =
they were on vacation spending all those green stamps they stole the =
first time around.  What a stroke of luck !!!!!!!!!
  If someone can tell what I am doing wrong when it comes to qsling my =
160 meter contacts, and how to increase my return rate I be extremely =
thankfull. There must be something I am doing wrong. I do need to be =
enlightened.  Thanks for the space
