A 160 meter vertical, whether full size
or top loaded, can be used as a voltage
fed half wave vertical on 80 meters.
This is easy to do if the vertical is
insulated from ground (you didn't say
whether it was or not).  If you ground
the vertical and try to shunt feed it,
it seems to me it would have a very
restricted bandwidth on 80 because there is
>1000 ohms impedance at the bottom.  And
the shunt wire better connect to the tower
exactly 1/4 wl up.  If you have the 130
feet of a full sized 160 meter vertical,
perhaps it is better to just put an 80
meter dipole at the top of it.  At that
height, the dipole may be competitive with
a vertical.

If there is a workable way to do the shunt
feed, perhaps someone can educate me.
