I haven't actually tried heat shrink as a means of preventing rain
from detuning, but I suspect it might not work as well as one might
think. Since the heat shrink would be right next to the coil turns,
raindrops would act as a dielectric between turns and still cause
detuning. A better idea might be a plastic cover large enough to keep
the raindrops away from the coil.
This is just hypothetical - if someone has actually tried it, please
let us know.
