ON4UN's "Low Band DXing", 3rd Edition

On page 7-54, picture 7-71 is titled 
  "Vertical and horizontal radiation pattern
   of a small magnetic loop erected in a plane
   perpendicular to the ground (classic configuration)."

The picture shows full-strength radiation at zero elevation angle
(in spite of antenna's vertical polarziation).

The related text on the same page is:

  "Its performance is not influenced
   by the quality of the ground
  (there is no pseudo-Brewster angle involved!)."

I feel confused a bit.  Could this be so?
