Have you tried the ceramic composition resistors that Digi-Key
sells. I think they have them in 1 and 2 watt varieties. They are
fairly cheap and available in small quantities.

manufacturers say they are non-inductive but that is not necessarily true at
1.8 MHz. Carbon composition seem to be the only non-inductive resistors
at 2 MHz.
