Topband: Orion rise and fall settings

Anyone using an Orion should be aware the rise and fall is shorter than the
menu indicates.

Even at 10mS menu setting, the rise and fall is about 3mS. 4-5mS in the menu
is way too fast in actual rise and fall for close-spaced work.

I'm sure TT will correct that in a firmware upgrade, but until that change
it would be a good idea to use a 10mS setting.
